There are now monthly meetings with Felthams in accordance with our mutual agreement that we are fully involved with construction matters as they affect the residents of Rose Hill and Iffley. Already we are having to be forthright with Felthams on issues such as access, dangerous parking and keeping nearby residents informed.

The next meeting is September 28th. Please let Phil planning@friendsofiffley.org know of anything you wish to be raised.

Additionally on the 28th we will be meeting Damon Brown who is Legal & Generals Joint Venture representative, so we can get their perspective on progress.

Guidance – In response to a question from FOIV the Planning Officer has said ‘I would recommend focussing your comments specifically as to whether the wall complies with permitted development. For example in the determination of this application, I am unable to consider the design of the wall, it is merely an assessment as to whether it complied with legislation. For reference, the part of legislation which the applicant considers the wall to meet is Class A, Part 2, Schedule 2, of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).’

  • The traffic proposals have been significantly changed following our representation to the planners.
  • Deliveries can only take place between 09.30-14.30 via Rosehill

Have you checked your garden frontage recently?  This year has seen an unusually large amount of growth to hedges and overhanging trees. Can those of all abilities still use the full width of the footpath?

Horse Fields

A meeting with OCHL’s head, Helen Horne, and the new project manager, Rebecca Jacob, was helpful but we are still awaiting the planning application for the Horse Fields. We asked for wide publicity of the application; however the Council is only obliged to advertise it in the local press and to post up the regular planning notices. However FOIV will advise as soon as it is made public and the statutory consultation period of 21 days starts.

Regarding the Memorial Field, OCHL advised that it will be managed by Oxford Direct Services (ODS).

Iffley Mead

The proposal is for 89 houses, with traffic exiting through Augustine Way. We have not yet received notice of the application for this, and we do not know whether the proposal is at the pre-planning stage. We will advise as soon as more information is forthcoming from the County Council (the owners of the field).

Cycle Route across Donnington Recreation Ground

You may have seen the trees with tape around them on Meadow Lane, and the notices up about ‘Consultation to start soon’. This is in regard to the Council’s plans to create a new route for cyclists across the Rec, to try and discourage use of the direct, diagonal track and to protect the football pitches. Many are unhappy with the proposed felling of trees, and the possible routing for the track will need to be fully examined. We will advise when more is known. These tapes and notices have now been removed, and a certain amount of cutting back of trees has been undertaken.

COURT PLACE

Feltham will be the contractor and

  • They recently completed the two OHCL developments in Rosehill – at the Oval and next to the new community centre
  • Are a regional contractor, Newbury based
  • Adam Jervis will be the full time Site Manager and our point of contact for day to day construction matters

What happens next:-

  • Over the next couple of months the site establishment – offices etc will be constructed
  • This has started with the delivery of fencing and a sample panel of the brickwork is to be built shortly
  • Demolition commences late June/July

How will we be kept in touch:-

  • A ’Meet the team’ event is being set up
    • Within the next month.

Proposed Cycle Path Across Donnington Recreation Ground

PLANNING MATTERS extra

The County Council have engaged Oxford Direct Services (ODS) of the City Council to install a cycle path leading from Cavell Road to Meadow Lane. This is apparently to stop people using their feet or bikes to dig out further the diagonal path which crosses the football pitches. A consultation will apparently take place imminently.

The present proposed design is to open a second exit on Meadow Lane and would entail the felling of a considerable number of trees in the Meadow Lane copse.  ODS have marked these with red and white tape

The Committee of the Friends of Iffley Village oppose this proposal and see the destruction of the trees as wholly unnecessary. A cycle path could be installed easily to emerge on to Meadow Lane at the existing exit in the North-West corner of the field: for clarity, this would be parallel to Donnington Bridge Road and exit as now by the little bridge over the Boundary Brook. A second cycle path exit would not then be necessary and the trees could be saved.

Allegedly the Village will be informed very soon by Oxfordshire County Council and Oxford City Council how to make their views known on this matter.

PLANNING MATTERS QUICKWAY CYCLE ROUTES APPROVED

‘These aim to provide safer and faster cycling paths across some of Oxford’s most congested roads and will be implemented from May 2022.’ – OXFORDSHIRE COUNTY COUNCIL

They cover all major routes into and around Oxford.

What is the impact locally:-

• Wide, 1.5m, cycle lanes either side of the road from the Plain to Rose Hill
• Reduced lane widths for cars
• 20 mph speed limit
• Major remodelling of lower Iffley Turn
• No parking on Donnington Bridge Road from the Iffley Road traffic lights to Meadow Lane
• No parking on one side of Church Cowley Road

We have made enquiries to find out when the works to Iffley and Henley road are to be undertaken and will let the community know.

PLANNING MATTERS 12 December 2021

COURT PLACE

The plans were approved, unanimously, at the OCC Planning Committee Meeting held on 22nd November.

Subsequently Phil and Troth held a meeting with OUD

  • A contractor will be appointed before Christmas, final interviews are currently being undertaken, shortlist of four
  • Demolition programmed March/April, likely duration 3 months
  • The overall completion date is Sept 2024 (student move in)
  • A Newsletter is planned for around end of the year/New Year
  • FOIV asked if a ‘meet the team session’ could be set up for stakeholders so everyone can fully understand what will be happening. OUD thought this was a good idea.
  • Design development continues. Landscaping etc
  • More particularly the treatment of the ends of the buildings has been reviewed. Featured brickwork considered but the approach being taken is to green the ends – planting
  • The approach to the brickwork has been reviewed, with consideration to having two types of bricks. It is now felt having different mortars would be a better approach. Review continues.
  • Finalising window reveals and roof details to enhance apearance
  • OUD confirmed that the project would be registered with the Considerate Constructors Scheme. And contractors are to work to the requirements of CLOCS Construction Logistics and Community Safety – which will improve management of deliveries and vehicle movements

COURT PLACE

We have obtained this update about the Forestry Work and Court A (the block next to East Church) amendments. If you wish to comment on Court A changes the closing date is 27th October, ref 21/02474/VAR.

‘OU have completed the forestry works for this year. This has included clearance work and formation of path. They are about to replace the fence with a post and rail fence. The University is liaising with Oxford Direct Services and Wild Oxford to replant certain parts, with works planned to take place in the new year with help from local voluntary groups.’

‘The officer wanted changes to eastern limb of Court A. We have moved the top 4 units in to the Court yard by 1.5 metres and hipped the rear roof. This materially reduces any loss of sunlight to the adjacent garden and reduces bulk. The windows on the rear have also been fixed with louvres to restrict any overlooking to the neighbouring garden. All other matters remain as submitted.’
